Trouble shooting...

I have noticed that my LiteIIB is randomly changing distortion tone...specifically when higher notes are played. Amp is running about 60 percent. You hit a chord and get a sustained sound then the sound will change...randomly...sort of surges. So I am thinking we may have a cap issue...amp was built in 08 and has been played consistantly since then.
Any ideas on what to check first?

Try the usual chopstick for unwanted noises first. Even after all this period you can still suffer from soldering issues. I know this from experience!

Next depending on history etc of the current ones would be substituting valves.

However caps do sound like potential culprits. From your description the two 50µF cathode caps (preamp and power stages) would be my first port of call. But that is by no means a surefire diagnosis either. If you have a stock of parts you can try substitutions.

Edit: I would also check the valve pins, clean the pin sockets in the valve bases. Little dental brushes and contact cleaner spray do a reasonable job.
