HT open circuit

Pilgrim's!
i'm looking at a PT with secondary specs of 290-0-290 @ 220mA and further on in the description it says open circuit voltages 311-0-311 @ 240V [regulation 7.1%]
so doe's this mean the open circuit is HT with no load just primary in?
trying to be accurate with my next PT buy!

Yes, that looks correct. PTs have a lot of sag when loaded.

would there be any adverse effect in using this PT with a HT current rating of 220mA in a 18W? i.e. would i need the current draw of 4 el84's to bring the open circuit voltages down to 290-0-290?
