Stage Right Amp

I picked up this small tube amp for practice, Stage Right combo. Seems to be a Class A amp, however, someone tells me that it has to be biased. I thought that all Class A amps are self biasing? How do I tell for sure?

Why would it need to be biased? What's wrong? Class A is cathode biased, so no biasing..just check the voltages if they are in spec.
