What OS are you targeting? I think there is a freebie imaging program for Linux called GiMp. I haven't tried it.
I use Visio 2003 for most of my stuff. It has templates for all kinds of stuff, including electrical diagrams. It is pretty pricey for most people, but since I'm a MS developer by trade, I get it with my MSDN license.
Sorry to not be of much help, but I have seen some other layouts on this site made with familiar Visio looking stuff.

I use something that a few of the folks on the old 18watt (and the ax84 site) reccommended: Deltacad. It's something like $25 or $30 bucks. I don't like Visio or some of the commercially available products, but this does just enough for me. I use it on XP; used to use it on NT.

Another idea...
...there's also some freeware that I once tried (it wasn't too bad), called ExpressPCB/ExpressSCH. Seemed to work well for schematic capture.
