cana bedrock 600 be converted to a 36 watter?

I have a bedrock 600 pc board has 3 12ax7s and 4 el84s having lots of trouble with the clean channel it makes a static ticking noise while the dirt channel is fine. just wondering what can be done.

Try swapping in a different preamp tube at each position. I've seen some tubes have the ticking problem.
