Made in Great Britain is usually a mark you can rely on (unlike made in USA, which is not always true). It is true to say that British makers did not make rubbish.
ITT valves were mostly re-labelled from other makers for use in TV sets. They were for replacement purposes, not usually offered for sale to the public. Lots of old TVs used a single-ended EL84 audio output. During the 60s they gave the impression that they made valves in a factory in Nottingham. As a student, I went poking around looking for that factory in 1972, to find that it had been closed down, and had never made valves, only TV tubes.
If you buy them, and take pictures, we might be able to work out who made them by looking at "the innards".
EDIT: I have been thinking about other factors, and concluded that they are very likely to be late 60s Mullard production.
