I would try removing one tube at a time, starting with V1 to try and help narrow down where the problem is coming from i.e. pull V1 one and power up. If the motorboating is still going on power down and repeat with the next tube. I had an amp that was motorboating and this is how I found the problem, which turned out to be a solder spider web from one pin 3 to pin 4 on V3.

There's always the chance you have a bad tube in there. Can you swap them out?

Just a noob suggestion but look for bad grounding, and maybe ground where there should be none, like perhaps a pot tab or the like making contact with ground.
