Ruby 6L6GC tube

Hi !! Last week i found a Bogen CHB-50 in a trash. The main capacitor is dead (20+20+20+20 450v) i remplace by 4 x 22uf 450v. Also i changing the 6L6GC (bogen) by Ruby tube matched pair. If a push the volume knob at max i have cool overdrive but the amp clipping..and in a dark i can see a little blue flame in each 6L6GC when i stike the strings is it normal ?? ajusting bias ?? or probleme with the voltage ??

If you know the reason or where can i check for solving please help me. I don't have schematic for checking the voltage, Only multimeter and oscilloscope
