Power Tranny question

I have a Heyboer PT and OT. On my my first try to turn on my new build the preamp tube does this bright white light up like a flash bulb a then goes out, and that is it.

What I need to know is where to look for the way to check a PT to see if it is damaged, the way to check voltages when turning on an amp for the first time. I have a Fluke.

I have been lucky in the past with my builds or have had someone else fix minor problems that I didn't know how to diagnose.

I have made some Fender amps, Allen Amps and an 18 watter in the past.

That flash is actually normal for some brands of tubes. All of my Mullards do that. Try it again and I bet it will flash again. If not, then there IS something afoul.

Well that is strange. I put in old tubes to not ruin new tubes and that was what was happening! Thanks so much.

So now I have sound but not much. I can't look any further tonight but tomorrow I will be looking. When I turn the Vol up all the way it is still quiet. No horrible buzzes just no loudness. This is the standard Richie 36 watt with master volume but I didn't put in a mid boost. I have the nfb switch.
