Can't open 36 watt layout

I'm running IE and file below won't open

The 36 Watt Layout (eps vector format) from downloads here

I used infranview to open it and save as a JPG file. Hope it helps - looks a bit blurry though. I'm sure that there are other viewers out there that work better.
