The short answer is Yes. In the same way a 100 watt SLP is different from a Jmp 50. The additional power and headroom means a 36 watt will be cleaner, have a bigger low end and distort differently.
Plus, it all depends on how you build it. You can deliberately tweak it to voice is further or closer to an 18. There's even differences between 18 watt versions. A Ceriatone 18 watt TMB is a different creature than a Marwatt or an SIII. You can even do the JA PI mods and get an almost voxy character from an 18 watt. You should be able to listen to the clips in the Zounds section for good examples of the variants of the 18 and the 36.

I like the Ceritone, but are there any other kits that are highly recommended? ... the only other that I know of is the Weber. (I'm pretty new here)

but I think you're that the choices right now are Ceriatone and Weber for a full kit. I think GDS has a transformer set, but I'm not sure if they have a kit. You might want to check at their web site.
I think you could also consider Ceriatone's Matchless style kits if you REALLY want the vox thing.
